I wanted to ask you an off-the-air question but don't see a place for it on this website.

So, here goes:

I believe that the energy which is being sucked out of appliances, clocks and other electronic items when they are "off" but still drawing juice, is called "vampire" or "viper" costs. What do you call undocumented expenses that governmental bodies incur for which they keep no detailed records. I've heard you discuss this problem when talking about costs to the environment (such as the discharge of waste into water).

Is there an accounting term for these costs?
